Sadly the 3298 is on the hardware compatibilty list as a softmodem with
PCI Id 12b9:ooac
3com/US Robotics is not providing support under Linux for

The scanSuSE that I copied to you has an internal listing of most/all
3com/US Robotics=2E Thus a word/number search (3298 in this case) sometime=
brings up decisive info=2E Probably I'll incorporate this detail into
scanModem this weekend=2E

Have you downloaded scanModem from its official site
http://linmodems=2Etechnion=2Eac=2Eil ?
The instructions to use scanModem do ask you to send ModemData=2Etxt whe=
asking for help=2E

Who found your modem as /dev/ttyS3 ? wvdialconf ?

The information which you supplied above is not sufficient to be able to=

help you=2E
When you purchased your USRobotics modem, was the word Winmodem printed
on the box?
  You "downloaded a file"=2E Which file ? LNUX_3ComMdm-1=2E0-1=2Ei386=2Erp=
m ,
perhaps? If yes, you have gotten 3 files installed:

Have you studied the third one, with the command man 3ComMdm ?
Have you rebooted your computer after installing the rpm file ?
Has wvdialconf created the file /etc/wvdial=2Econf and if yes can you plea=
send it?

PS: sorry, I have no such modem to test it myself!
