After terminating a ppp session and unlaoding related modules,
try as root running the command that is done at Boot up.
It will be something like:

$ /etc/init.d/irda start 
(or perhaps   restart). Read the /etc/init.d/irda   script for syntax
instructions.
$ modrpobe irda
might not by itself be sufficient.

In a very Worst Case situation, re-booting can be avoided by:
Shut down Xwindows.  As root
$ telinit 1
bringing the PC into maintenance  mode with only basic functions.
$ telinit 2
or whatever default is  specified in /etc/inittab
will return the system go full functionality,
presumably including   irda.
